POSITION SUMMARY This position will support WCA’s Workforce Development (WFD) Programs housed in the Community Economic Development Department (CED). The Outreach Specialist will utilize a trauma-informed; client-centered approach to recruit program participants that are eligible to receive WCA services. In this role, the Outreach Specialist can expect to interact with the following populations and various private, public, and community-based agencies that interact with them: individuals in recovery from substance use disorder, the unemployed, those experiencing or at risk for homelessness, single parents, adult with criminal history, complex mental health needs and individuals that have prior or current juvenile justice involvement. ESSENTIAL JOB FUNCTIONS/DUTIESCommunity Outreach:
- Develop and/or utilize a marketing outreach strategy to track and monitor community recruitment efforts
- Distribute WCA’s workforce promotional materials to the public who may qualify for WCA services and community organizations they interface with
- Book and speak at public/community meetings/tabling events to provide information about WCA’s workforce services
Marketing Outreach:
- Create marketing content for web/social media outlets to increase WCA’s workforce programming visibility
- Create calendar entries, photos, and draft press releases to increase WCA’s workforce programming
- Work with community partners to bring community awareness of WCA’s workforce programming
Administrative:
- Familiarize oneself with the process of enrolling program participants in WCA’s workforce programs
- Complete data entry tasks as assigned
- Create outreach records necessary for effective program evaluation
- Track monthly outreach events
- Prepare final outreach reports detailing outcomes
- Complete all required program reports, ensuring they are timely and factual as directed by the Manager of Workforce Development
- Other duties as assigned by the Manager of Workforce Development

EDUCATION, REQUIREMENTS, EXPERIENCE AND/OR SKILLS
- Bachelor’s Degree in one of the following areas: marketing, public policy, social work, health care, judicial system, law enforcement, public administration, public relations, psychology, education or business required
- Excellent oral and written communication skills with a variety of audiences
- Ability to work independently and maintain accurate documentation and records
- Willingness to work a flexible schedule within a 40 –hour work week as the program needs dictate
- Basic working knowledge of Microsoft Office and Power Point
- Must possess a valid PA driver’s license and vehicle insurance to comply with agency standards of coverage
- Act 33/34 Clearances
