Children & Family Services

Our programs for families and children from Birth to 5, are FREE, and applications can be completed year-round. These programs support parent and family engagement, optimal child growth and development, and school readiness. To qualify for these programs, families must be residents of Westmoreland County and meet income guidelines.

If within the past two years you have applied to Early Head Start, Head Start, or the Pre-K Counts Program, there is NO NEED to complete a new application. Instead, please call and your application will be updated and activated for possible enrollment opportunities.

Early Head Start

Early Head Start offers many services to help pregnant women and families with children under the age of three meet the medical, physical, emotional and developmental needs of their infant or toddler.

Head Start

Head Start serves children, ages 3-5, and their families in both center and home-based program options. This program provides pre-Kindergarten learning experiences for young children to help prepare them for a smooth transition into Kindergarten. The overall goal is to promote school readiness.

Pre-K Counts

Pre-K Counts serves children 3-5 years old. This program provides high quality pre-Kindergarten learning experiences for young children to help prepare them for a smooth transition into Kindergarten.
